‘ARPT Ltd’ developed out of the success of the Anglia Revenues Partnership. When it was founded in 2003 the Anglia Revenues Partnership was the first shared Revenues and Benefits service in the country. The partnership demonstrated that real progress could be made towards meeting the aspirations of both the local government modernisation agenda and the customer at a local level, by placing high quality and high performance at the centre of the delivery of Council services.

National recognition came through the Beacon scheme in 2006 – 2007, when the ARP was recognised as a beacon of good practice in the delivery of excellent services through partnership working, and in 2007 when ARP won a Municipal Journal award for the efficiency achievement of the year.

The success of the partnership and demand for consultancy services and service delivery from the ARP naturally led in 2007 to the creation of the trading company ARPT Ltd.

‘ARPT Ltd’ allowed Breckland and Forest Heath District Councils to benefit from the growing demand for the trade of its Revenues, Benefits, Housing and complimentary services following the success being demonstrated by the Anglia Revenues Partnership.

This demand came from the private sector; from local authorities seeking outsourced arrangements for their Revenues and Benefits services and from local authorities wishing to achieve their own efficiency agendas.

‘ARPT Ltd’ offers a wider and potentially more diverse business base than would otherwise be achievable through the traditional Local Authority charging mechanisms. The expertise and experience built up through the creation and operation of the Anglia Revenues Partnership have been in tune with the needs of the market in a time of financial pressures leading to a need for new and innovative methods to deliver key public services.

Recent developments within the national efficiency agenda have increased the focus on these tradable services and have provided a climate for the particular skills of ARPT, these include:

  • The government’s encouragement of shared service delivery and partnership working
  • Increases in interest from traditional outsource companies in wider partnership arrangements
  • The desire for local authorities to deliver efficiencies through a range of shared service mechanisms

ARPT therefore offers a wide variety of services to the market that support the current climate for change within the public sector.
